In defense circles, “cutting” the Pentagon budget has once again become a topic of conversation.  Americans should not confuse that talk with reality.  Any cuts exacted will at most reduce the rate of growth.  The essential facts remain: U.S. military outlays today equal that of every other nation on the planet combined, a situation without precedent in modern history.  The Pentagon presently spends more in constant dollars than it did at any time during the Cold War — this despite the absence of anything remotely approximating what national security experts like to call a “peer competitor.”  Evil Empire?  It exists only in the fevered imaginations of those who quiver at the prospect of China adding a rust-bucket Russian aircraft carrier... In politics, as in medicine, a cure based on a false diagnosis is almost always worthless, often worsening the condition that is supposed to be healed. The United States, today, suffers from a plethora of public ills. Most of them can be traced to the militarism and imperialism that have led to the near-collapse of our Constitutional system of checks and balances. Unfortunately, none of the remedies proposed so far by American politicians or analysts addresses the root causes of the problem. Once upon a time in America, we could all argue about whether or not U.S. global power was declining. Now, most observers have little doubt that the end is just a matter of timing and circumstance. Ten years ago, I predicted that, by 2025, it would be all over for American power, a then-controversial comment that’s commonplace today. The fact that the Israel-Palestine conflict grinds on without resolution might appear to be rather strange.  For many of the world’s conflicts, it is difficult even to conjure up a feasible settlement.  In this case, it is not only possible, but there is near universal agreement on its basic contours: a two-state settlement along the internationally recognized (pre-June 1967) borders — with “minor and mutual modifications,” to adopt official U.S. terminology before Washington departed from the international community in the mid-1970s.  The basic principles have been accepted by virtually the entire world, including the Arab states (who go on to call for full normalization of relations), the Organization of Islamic States (including Iran), and relevant non-state actors (including Hamas).  A...
