Criticism of Parliamentary Lobbying from 1923

I found this snippet attacking political lobbying in America and France in Herman Finer’s Representative Government and a Parliament of Industry. A Study of the German Federal Economic Council (Westminster, Fabian Society and George Allen and Unwin Ltd 1923).

Nor is the process of “lobbying,” i.e. directly soliciting the support of members of legislature for or against a measure, known only in the U.S. Congress or in the French Chamber of Deputies. it is the irruption of the interest person into the very chamber of council; it should be moderated by other groups with a locus standi and by the community. The process is legitimate; but the proceedings should be systematic, public and open, and subject the possessors of uncorrupt wishes and desires for expression to the humiliation of a suspicious private solicitation.

(pp. 8-9).

This also connects to a footnote, 1, quoting Bryce’s American Commonwealth (1918) p. 691, on ‘The Lobby’. This runs

‘The Lobby’ is the name given in America to persons, not being members of the legislature, who undertake to influence its members, and thereby to secure the passing of bills… The name, therefore, does not necessarily impute any improper motive or conduct though it is commonly used in what Bentham calls a dyslogistic sense… The causes which have produced lobbying are easily explained. Every legislative body has wide powers of affecting the interests and fortunes of private individuals, both for good and for evil… When such bills (public and private) are before a legislature, the promoters and opponents naturally seek to represent their respective views, and to enforce them upon the members with whom the decision rests. So far, there is nothing wrong, for advocacy of this kind is needed in order to bring the facts fairly before the legislature.’ etc. etc. P. 694: “In the United States,’ says an experienced publicist, whose opinion I have inquired, ‘though lobbying is perfectly legitimate in theory, yet the secrecy and want of personal responsibility, the confusion and want of system in the committees, make it rapidly degenerate into a process of intrigue, and fall into the hands of the worst men. It is so disagreeable and humiliating and these soon throw away all scruples. The most dangerous men are ex-members who know how things are to be managed.'” (p. 9, my emphasis.)

The Federal Economic Council was a corporatist body set up by the German government which brought together representatives from German business and the trade unions to help manage the economy and regulate industrial relations and working conditions. It’s interesting that it, and a similar body in Italy, were set up before Mussolini’s Fascists had entered the Italian parliament and set up the corporate state there. Finer was impressed with the council, which he believed was necessary because the conventional parliamentary system was inadequate to deal with the problems of industry and the economy. Winston Churchill also apparently spoke in favour of establishing a similar council in Britain in 1930. I think he believed it was necessary to deal with the massive recession caused by the 1929 Wall Street Crash.

The Tories have extensive connections to lobbying groups, and I remember how the corruption associated with them became so notorious a decade or so ago that Dodgy Dave Cameron decided to introduce a bill regulating them. This was supposed to make the process more open and transparent. Of course it did no such thing. It used a mass of convoluted verbiage to make it more difficult for charities, trade unions and small groups to lobby parliament, and much easier for big business. Which is nothing less than what you’d expect from the Tories.

I made similar arguments in my self-published book, For A Worker’s Chamber, to argue that, as parliament is dominated by millionaire businessmen and the representatives of big business, there needs to be a separate parliamentary chamber which represents only working people, elected by working people, and not management or the owners of industry.

I intend to send a copy off to the Labour party, who have asked their members for suggestions on policy. I strongly they believe they should first start with is representing working people, rather than the middle classes and business, as Tony Blair did and Keir Starmer seems to want. Without that, I think you really do need such a chamber to restore balance and represent working people’s own interests. But I can’t see any of the parties agreeing to it in the present right-wing political climate.

Sargon of Gasbag on Black Lives Matter’s Material for Schools’ Day of Action

I’m no doubt going too far in some people’s eyes by reblogging this. After all, this is Carl Benjamin, aka Sargon of Akkad, the Sage of Swindon and the man who broke UKIP. Sargon’s a true-blue Libertarian Tory. He supports Boris Johnson’s Tories, Donald Trump and was formerly a member of UKIP. He passionately supports Brexit, capitalism and doesn’t believe that the Tories are privatising the NHS on the grounds that he thinks no-one would buy it. Although he is anti-racist and has debate the Alt Right, his own nationalist views are so extreme that he himself has been accused of racism. He has very conservative views on women and gender. When he was adopted by the Kippers as one of their candidates in a Euro election a few years ago, it became a national scandal. There were protests against him when he tried speaking in Bristol and Cornwall. People threw milkshakes and buckets of fish over him, and he was banned from a local restaurant here in Bristol. There were letters of protest against his candidacy from the other Kippers. The Gloucestershire branch dissolved itself in disgust, and a very large proportion of the party’s membership resigned.

I don’t share his political views and strongly disagree with him about Brexit. It’s destroying Britain. As is Johnson’s free trade Thatcherism. And the NHS is most definitely being privatised.

But I’m reblogging his post about the materials Black Lives Matter had put together for a proposed day of action in schools this summer because I believe that while he misses the point and is wrong about many of the issues BLM raise with their teaching materials, there are others that he is right to tackle and criticise.

Someone leaked the school syllabus Black Lives Matter had put together onto the web, and Sargon makes it clear that it’s a full-one attempt to indoctrinate children. He then goes on to critique some of BLM’s proposals one by one.

He begins with BLM’s call for a week of action in schools. This declares itself to be a national uprising that affirms the lives of Black students, teaches and families. This week centres classroom lessons on structural racism, intersectional Black identities, Black history and anti-racism through the thirteen guiding principles of the Black Lives Matter movement.

Sargon declares that this is an attempt to indoctrinate children with a one-sided view of history, politics and moral philosophy without their parents’ presence or even knowledge, in order to turn them into activists. Sargon naturally states that this not something he would like them to do to his children.

He then goes through Black Lives Matters’ Guiding Principles. They are

Restorative Justice: We intentionally build and nurture a beloved community that is bonded together through a peaceful struggle that is restorative, not depleting. This strikes Sargon as like a cult, like some of those he read about a while ago, where they interrogated each other in order to form a tightly-knit community in which they were emotionally connected in a weird and unfriendly way.

Diversity: We respect and acknowledge differences and commonality. Sargon doesn’t comment on this, but this seems to be the standard attitude now being taught in schools and promoted as the norm throughout society.

Empathy: We practice empathy. We engage comrades with intent to learn about and connect with their contexts.

Loving Engagement: We embody and practice justice, liberation and peace in our engagements with one another.

Queer Affirming: We foster a queer-affirming network. When we gather, we do so with the intention of freeing ourselves from the tight grip of heteronormative thinking or rather, the belief that all in the world are heterosexual unless s/he or they express otherwise. Sargon doesn’t comment on this either, but at one level it’s also unremarkable. Schools have also come under pressure to tackle homophobia and promote gay tolerance and equality. There are problems with this when it comes to what is age appropriate. Homophobia is certainly not confined to the Black community, but it does seem to be particularly strong there. A few years ago back in the 1990s BBC Radio 4 broadcast a documentary, The Roots of Intolerance, in which the Black British gay presenter went across Britain and the Caribbean seeking to understand where the deep hatred of gays in Black society came from. This was a particular issue at the time, as there was a spate of extremely homophobic songs emerging from Black artists. That controversy has now died down somewhat, but I don’t believe the situation has altered in the past 25+ years. I disagree with this part of BLM’s manifesto because the attack on heteronormativity is too extreme and should not be taught and encouraged.

Transgender Affirming: We are self-reflexive and do the work required to dismantle cisgender privilege and uplift Black trans folk, especially Black trans women, who continue to be disproportionately impacted by trans-antagonistic violence. We particularly make space for transgender brothers and sisters to participate and lead. Sargon states that if he caught a school teaching his children this, he would take them out. He even says he’d send them to a Catholic school – and he was a militant atheist. This radical stance is aimed particularly at the Black community, but seems to be part of the general trend throughout American and British society. Trans activists are campaigning for this to be taught in schools. Again there are problems with what is age appropriate, and also the indoctrination of the vulnerable. Some children are being taught by the medically unqualified that they are transgender, while in fact they may simply be mentally ill. There is particular concern that those convinced that they are transgender may be simply autistic. Girls are being particularly affected, and so some opponents of the radical trans movement feel that it is an anti-feminist ideology.

Unapologetically Black: We are unapologetically Black in our positioning. In affirming that Black Lives Matter we do not need to qualify our position to love and desire freedom and justice for ourselves is a prerequisite for wanting the same for others. Sargon makes the point that this also validates the idea that White lives matter as well. In fairness, Black Lives Matter has never said that they didn’t, although some of their members, like Sasha Johnson, almost certainly don’t believe they do. But Sargon also argues that their statement about being unapologetically Black means that their opponents can also argue that they are unapologetically White. Their stance legitimates White nationalism. The only way they can combat this is by adopting Robin Di Angelo’s tactic of stating ‘it’s rules for me but not for thee’.

Black Women: We build a space that affirms Black women and is free of sexism, misogyny and environments in which men are centred. Sargon doesn’t mention it, but this seems to be just another approach Black Lives Matter shares with other radical groups and which reflects the anti-sexism campaigns in general society.

Black Families: We make our spaces family-friendly and enable parents to fully participate with their children. We dismantle the patriarchal practice that requires mothers to work double shifts so they can mother in private even as they participate in public justice work. This confuses Sargon as he says that he thought patriarchy wanted women in the home, barefoot and pregnant. But I think he’s failed to reaslise that this section appears to written for those poorer families, where the absence of a father means that the children aren’t supported by the second income that is now required to support a family. This situation is particularly acute among the Black community, but certainly isn’t unique to it. It is also found among the White poor.

Black Villages: We disrupt the western prescribed nuclear family structure requirement by supporting each other as extended families and villages that collectively care for one another, especially our children to the degree that mothers, parents and children are comfortable. Sargon states that this is a fantasy world.

He has a point in that it appears to be a racialised view, that idealises the African model of communal childcare. For example, in many traditional African cultures the women of the village also breastfeed each other’s children. And then there’s that supposed African proverb about it taking a village to raise a child. But no-one has ever been able to find such a saying in traditional African lore.

However, there is a general principle here that is perfectly acceptable. When my parents were settling down to raise us, they had the support of relatives and neighbours. People at that time did look out for each other, giving poorer friends items they had no longer use for, doing each others’ shopping and looking after each other’s children in sickness and emergencies. That hasn’t completely vanished, but it was done much more than is now common. That sense of community has been damaged by the extreme individualism that is atomising society.

Globalism: We see ourselves as part of a global Black family and we are aware of the different ways we are impacted or privileged as Black people who exist in different parts of the world. This seems to follow the pattern of much Black activism. Black civil rights campaigners have seen the struggle of western Blacks as part of a general, global struggle of Black nations for independence from White domination since at least W.E.B. DuBois, who moved to Ghana after it gained independence.

Intergenerational: We cultivate an intergenerational and communal network free from ageism. We believe that all people, regardless of age, show up with the capacity to lead and learn. Sargon believes that this erases children, but thinks this is good for the kind of people this would attract. This is wrong. The statement simply means they value older people. Again, it’s in line with the general, mainstream attack on ageism.

Collective Value: We are guided by the fact that all Black Lives Matter regardless of actual or perceived sexual identity, gender identity, gender expression, economic status, ability, disability religious beliefs or disbeliefs, immigration status or location. This, Sargon declares, is the endpoint of the radical left’s thinking in race. Or it could be an attempt to create a united Black community with its own sense of pride in order to combat some of the real issues plaguing the Black community, like drugs and Black on Black violence.

Sargon on BLM’s ‘Talking to Young Children

Sargon then moves on to the section about Talking to Young Children about the Guiding Principles of the Black Lives Matter Movement. Sargon states that this section uses phraseology, that could only be by people who don’t have children. He then singles out the sections on ‘diversity’, ‘globalism’ and ‘transgender-affirming’. The last says that ‘everyone get to choose their own gender through listening to their heart and mind. Everyone gets to choose whether they are a girl or a boy or both or neither or something else, and no-one gets to choose for them’. Which Sargon sarcastically warns will leave children rather confused. And I believe that is one of the dangers of adopting such a radical stance when it comes to gender identity. I don’t doubt that some people do feel that they are in the wrong body, and that after very careful thought and medical advice they should be able to transition. But this is something rather more complicated than saying people choose their own gender identity.

‘Collective value’ – Sargon thinks this is the same as individual value.

‘Unapologetically Black’. This section states that there are lots of different kinds of people and one way that we are different is through the colour of our skin.’ Sargon believes that this highlights the issue of race, and will turn children into a generation of racists. The section goes on ‘It’s important to makes sure that all people are treated fairly, and that’s why we, and lots of other people all over the country and the world, are part of the Black Lives Matter movement.’ This tells children that they are going to be a race warrior for the Black Lives Matter movement. But this section also connects with what the movement was saying in their thirteen principles about also valuing people from other races, but that it had to start with Black people’s own first. It therefore does not mean that they necessary disparage other races.

Plans for Week of Action

He then goes on to critique their plans for a week of action, which is a week of activism. This is simply to train children how to be activists. The programme includes sections like ‘Show Solidarity’, ‘Post on Social Media’, ‘Teach a Lesson’, ‘Attend an Event’, create things. He believes this document is real, because it has too many graphics to be otherwise. He points out the contradiction between their statement that they embody and practice justice, liberation and peace in their engagements with each other with a raised fist, a representation of violence.

The materials also include abstracted posters that can be used. Sargon believes that the consistency of the messages shows that this was planned in a central committee. He then goes on to discuss their suggestions for what should be taught at elementary school. Which includes youth activism. The plans for their week of action include ‘Day 1 kick-off: using your voice for a cause; Day 2: past and present youth activism’; guiding questions like ‘what is a cause?’, ‘what does it mean to use your voice for a cause? ‘, ‘why is it important to stand up for what you believe in?’, ‘what are the different ways we can create change?’, ‘home issues and the home community’, a project day. Sargon criticises this on the grounds that they are training children who are unable to think critically about what they are being taught, nor do they know any of the facts of the matter behind it. Sargon does not assume that they will give them a fully informed picture either. He calls it indoctrination.

Postmodernism and Afro Futurism in High School

Moving on to the material for high school, he says that this is where it gets really good. Like ‘Afrofuturism’ and ‘Postmodern Principles’. Sargon asks rhetorically whether he wants a group of radical race warriors, who consider everything about our society racist, to indoctrinate his children into a postmodern education? He says ‘No’, and adds that it’s only because he doesn’t want his child to come out of school believing that the world around him into which he’s been born and raised is evil and that he has to do everything in his power to tear it down. And that he himself, as a White person, is going to be part of the problem. And that every Black person he meets is some kind of inferior species, that needs his help and guidance to be saved. He doesn’t agree with that kind of worldview at all, nor with postmodernism as the kind of lens to view things with.

Sargon is absolutely right about Postmodernism. I extensively criticised it earlier when this blog was centred on Christian Apologetics. Postmodernism and cultural relativism are entirely inadequate as the basis for morality because of their rejection of the idea that it is objective. This was also the attitude of the Italian Fascists and Nazis. Mussolini took over Nietzsche’s idea that there was no objective morality, and the Nazis believed that morality and philosophical values differed from nation to nation according to race and ethnicity. Hence the Nazis’ insistence on Aryan science, maths and other racist nonsense. But the idea of racial and gender equality, for example, demands an objective morality that applies to all humans and is universally valid. Postmodernism, despite its pretensions to do this, actually doesn’t support such universal and objective values.

He believes this comes out in the section on Afro Futurism. This begins with a section on ‘Utopia’, which defines it as ‘an imagined place where everything is perfect, and asks the reader to define their utopia.’ It asks people to dream about their perfect place, a consistent theme throughout the documents. It asks the students what problems they could solve with their superpowers and what they would look like in this imaginary world. Sargon responds with ‘Who cares? You live in the real world’ and points out that they have limited resources at hand and limited options. So they should stop talking about an imaginary freedom of the will, as if the will is something separate to the physical world and gets to decide everything for it. He doesn’t want them thinking about superpowers, but asking how they can get good grades, how can they get a good job, how can they be healthy and stable, how can they raise children of their own, how can they form a family and be a healthy person.

This is a fair criticism. From what I can see, Afro Futurism simply means Black science fiction and particularly the imagining of Black advanced technological societies, like Wakanda in the film Black Panther, based on the Marvel comic books. There’s nothing wrong with such dreams, but schools should be teaching more immediate and achievable goals and aspirations to their students.

High School Materials

From this he moves on to the high school section, where there is more interesting stuff. Like ‘the BLM High School: the Black Panther Party’; ‘Social Justice Mathematics Materials’; ‘Black Lives Matter Haiti’, ‘Chicago Race Riots’, all of which Sargon describes as full-on Black Lives Matter propaganda. Sargon states that this doesn’t mean that they’ll get the opportunity to pump this out, but the fact that they’ve prepared it shows that there is time, money and materials behind it and it will get somewhere.

Then on to their reading materials. These include the Black Panther’s Apologia. This is the Panther’s 10 point programme, which were:

  1. We want freedom. We want the power to determine the destiny of our Black and oppressed communities.
  2. We want full employment for our people. They believed that the federal government had the responsibility and obligation to give everyone either a job or a guaranteed income. Sargon shows his libertarianism here by saying that it shows that they believed that they were the serfs of the state. This part of their manifesto is certainly radical. If you read it, it says that if businessmen are not willing to provide employment, the technology and means of production should be taken away from them and placed in the hands of the people, so that they can do so. It’s certainly a communist demand. But at the time this was written, in Britain the social democratic post-war consensus was still governing British politics. This meant that the government believed it had the responsibility to create full employment. This was through a mixed economy and state economic planning. Attlee only nationalised a very small number of industries, and so it did not necessarily mean that the state would employ everyone, only that it would help create the economic framework for everyone to be able to get a job. As for a guaranteed income, this could just mean proper unemployment benefit. This was part of the minimum welfare provision set up by Roosevelt’s New Deal, but I don’t know how far it extended. Like the British unemployment benefit before the creation of the welfare state, it may have only reached certain sections of the working class. In which case the Panther’s demands are entirely reasonable.
  3. We want an end to the robbery by the capitalists of our Black and oppressed communities. Sargon questions this by stating that if they believe the state is robbing them, why do they want it to provide them with a job, as they wouldn’t be free. This section goes back to the old promise of 40 acres and two mules. Sargon asks what they would do with this if they were dumped in the middle of the Midwest. They wouldn’t be able to take care of two mules. He knows he wouldn’t know what to do with them, and that they wouldn’t know either. Again, if you actually look at what they’re proposing, they also say they would accept the monetary equivalent. They’re talking about reparations for slavery, and for the slaughter of 50 million Black people they believe America has committed worldwide.
  4. We want decent housing, fit for human beings.
  5. We want decent education for our people. This also includes the statement that it should expose the true nature of decadent American society. They want to be taught the true history of their people and role in present-day society. Which looks like the origin of Black History Month.
  6. We want completely free healthcare. Sargon reads this out, but makes no comment. But it’s a reasonable request, and is behind the NHS in Britain, now under attack from the same forces of capitalism that the Panthers saw as oppressing Black Americans.
  7. We want an end to police brutality and murder of Black people, and all other people of colour, all oppressed people inside the United States. From what little I know of the Black Panthers, it was the casual police killing of Blacks that provoked the rise of the Panthers in the first place. They believed the only way they could protect Black people was to take up guns and shoot back. Hence Sasha Johnson’s bizarre fantasy of setting up a Black militia here in the UK, despite this country’s rather different history.
  8. We want an immediate end to all wars of aggression. This was obviously written during the Vietnam War, but it’s still applicable now.
  9. We want freedom for all Black and oppressed people. Sargon skips over this, omitting that it’s about freeing people in jail, and that they also want trial by a jury of peers for everyone charged with so-called crimes under the country’s laws. This is a central cornerstone of western justice.
  10. We want bread, housing, education, justice, peace. Sargon declares that these are flights of fantasy that sound like radical communist agitation, and for the Black Panthers, a militant, murderous party. Certainly the Panthers do seem from this to have been very radical left, and influenced by communism. But the demand for decent housing, full employment and free healthcare could be solved simply through a social democratic mixed economy welfare state. Horrifyingly radical to Americans, but the norm in Britain at the time.

Social Justice Maths

Sargon goes on to other topics, which he thinks are very weird. Like materials for social justice mathematics, a copy of Oakland police statistics for 1st July 2013, and Stanford university’s big study of racial disparites, and the stats for New York police’s stop and frisk.

Sargon’s Concluding Criticisms

Then there’s the Teaching Tolerance Guide, subtitled ‘Discussing Race, Racism and other Difficult Topics with Other Students’. There are also videos. Sargon once again describes it as a social justice package – which is quite correct – and states that the same talking points are repeated over and over again throughout it. He states that it is to present a one-sided narrative on all these points in order to construct the belief that American and other societies are uniquely evil, encouraging children to go into flights of fantasy about what might be, instead of being pragmatic, responsible and trying to build a better world one step at a time.

Sargon says that this should be resisted at all costs. If you’re a parent, you should enquire at your local school if they have any Black Lives Matter teaching materials that they will be teaching your children and request a copy of them. And if they don’t, you should kick up a stink, threaten to pull your child out and tell other parents to do so, because this is racial indoctrination. He even says that you could send the other parents this video to show what these materials look like.

He then ends the video by plugging his merchandising, based on Orwell’s statement that in a time of universal deceit, telling the truth is a revolutionary act. And with Black Lives Matter we have entered that time of deceit. Our societies are not evil. They are good societies. Black Lives Matter is a malign cult, which he believes has spread through our societies because they are good, decent and people do not want to be racist. This is partly right. Black Lives Matter exists because society does treat Black people unfairly, but it has spread because people do not want to be racist as the mixed race crowds of their protests show. He believes it has spread through a postmodernist education establishment with a deconstructionist agenda which says that if things are looked at in a certain way, White societies are uniquely evil when they aren’t.

The materials Sargon analyses and critiques in this video seem to show that in many ways Black Lives Matter is unremarkable. It has much in common with other left-wing movements demanding racial and gender equality and promoting gay and now trans rights. It also seems to follow much previous Black activism in connecting the deprivation of Blacks in the west with White western imperialism and colonialism. I don’t dispute either that its view that Blacks are particularly disadvantaged in America is due to institutional racism, as certainly legislation has been used to disqualify Blacks from opportunities, jobs and services, including welfare provision, that has been reserved for Whites.

This is not the whole story, however, and such a view should not be taught in school. What is appropriate as voluntary community activism becomes dangerous indoctrination when taught in the classroom. The idealisation of the Black Panthers is a particular problem. While much of their demands were reasonable and entirely justified, they were a violent paramilitary terrorist organisation. It’s intoxication with the Panthers and their violence that has inspired Sasha Johnson to style herself as a Black Panther and try to set up her own, similar Black paramilitary organisation.

I also share Sargon’s objections to teaching children that western society is uniquely evil and persecutes Blacks, who always require particular assistance. And that Whites are responsible for this, and somehow intrinsically racist unless taught otherwise. This is only part of the story, and the reality can be far more complex.

Despite its careful wording about tolerance and diversity, the materials for BLM’s proposed day of action would only create more racial hostility, division and resentment. They should definitely not be taught in schools.

Private Eye: Tony Abbott Part of Free Trade Group Wanting to Sell NHS to Americans

This fortnight’s Private Eye for 11th -24th September has a very ominous story about new Brexit adviser’s Tony Abbott’s attitude to this country’s single greatest institution, the NHS. He’s part of a free trade group run by the extreme right-wing Tory MP, Daniel ‘Lyin’ King’ Hannan, which wants to privatise the NHS. The article ‘Rough Traders’ runs

Britain’s controversial new trade adviser Tony Abbott, ex-Australian PM, is also on the advisory board of a right-wing British “free trade” group that wants to open the NHS to US competition in a future trade deal.

Abbott, appointed to the government’s new Board of Trade last week, joined the Initiative for Free Trade, a think tank set up by keen Brexiteer and former Tory MEP Daniel Hannan, in 2017. International trade scretary Liz Truss has co-opted Hannan on to her new Board of Trade alongside Abbott, making clear the official sympathy for Hannan’s think tank (whose launch in 2017 was graced by a certain Boris Johnson, then foreign secretary).

So what kind of Brexit does these two gung-ho free marketeers now advising the government actually want? In September 2018, their Initiative for Free Trade jointly published an “Ideal US-Uk Free Trade Agreement” with the Cato Institute, a right-wing US think tank. Its proposed deal “should open all government procurement markets to goods and services providers” from either country; and it said explicitly: “Health services are an area where both sides would benefit from openness to foreign competition” – meaning the NHS, its hospitals and drug purchasing should be fully open to US firms. It accepted the NHS was a political hot potato – “We recognise any changes to existing regulations will be extremely controversial” – and so suggested a stealthy approach whereby “the initial focus should be on other fields such as education or legal services” before health, so “negotiators can test the waters and see what is possible”.

The paper from Abbott and Hannan’s think tank also said the UK should get ready to eat US chlorinated chicken and hormone enhanced beef; and any deal should avoid “restrictions based on scientifically unsubstantiated public health and safety concerns”. And provisions on workers’ rights and environmental protections? Yes: any deal should avoid these too.

Much of the objections to Abbott’s appointment have concentrated on his own personal failings – his racism, sexism and homophobia. He comes across as personally obnoxious, the living embodiment of Barry Humphries’ character, Sir Les Patterson, the Australian cultural attache. More serious is his sheer incompetence. He was in office for two years before his own party gave him the heave-ho, and then lost his safe seat to an independent.

But this is what really scares me. He and his buddy Hannan really do want to sell off the NHS. Hannan’s been promoting this for a very long time, so it’s no surprise from this direction. They’re going to do it by stealth, which also comes as no surprise, as that’s what they’ve been doing for the past forty years or so. And the Americans have been very heavily involved in all this. Johnson and the Tories have already included the NHS in their talks with the Americans, and one their best to kept it secret. They’re trying to pass further legislation to keep the negotiations as a whole under wraps, so we can’t see that this is what they’re doing.

And to cap it all, they’re determined to feed us chlorinated chicken, hormone injected beef, and wreck the environment and further degrade workers’ rights. Because this is what free trade American capitalism is all about – feeding people dodgy food, wrecking the planet and making sure there are no penalties for workers’ sick or injured at work.

Get Abbott out of the Brexit negotiations. Get private industry out of my NHS. And get the Tories out of office!

History Debunked Demolishes The Black Curriculum

This is another fascinating and well-argued video by Simon Webb of History Debunked. This time he takes aim at The Black Curriculum, the group behind the demands that the teaching of Black History should not just be for a month, but all through the year.

Black History Not Inclusive, Solely for Black Minority

Webb starts his video by stating that, demographically, only three per cent of this country’s population are African or Caribbean. This is a problem for those groups desperate to show that Blacks have made a major contribution to British society. There are other, larger ethnic groups. Indians comprise 8 per cent, and we could also reasonably ask why there also shouldn’t be an Asian history month, or Chinese, Polish or Irish. But the demand is specifically for history that concentrates exclusively on Blacks. He returns to the same point at the end of the video.

The Black Curriculum

He then moves on to Black Curriculum group themselves, who have been favourably mentioned by the Beeb, the Groaniad and other newspapers. Their website, to which he provides a link, contains template letters for people to use to send to government ministers. They also produce educational videos which they distribute free. One of these is about Mary Seacole, the Afro-Caribbean who supposedly nursed British squaddies during the Crimean War, and whom Black activists have claimed was a rival to Florence Nightingale. Webb describes it with the Russian term disinformazia, which means deceitful propaganda. He wonders whether this is a bit a harsh, as they might actually believe it. The Black Curriculum also runs workshops for schools and want to have their video widely adopted. He then proceeds to demolish their video on Seacole.

Lies and Bad History in Seacole Video

It starts by claiming that she came to England to nurse British soldiers because she’d heard that conditions were so bad. Not true. She came to England, leaving her restaurant in Panama, because she’d invested in mines in Grenada, and wanted to know why her shares weren’t doing well. She felt they should have been sold on the British stock exchange. It goes on to claim that she applied to be a nurse, but her application was refused. Wrong again. Those applying to be nurses had to send a written application accompanied by references. She didn’t do that, but lobbied one or two people but never made a formal application. It also claims that she opened a hotel for sick and wounded officers. But it was simply a bar and restaurant. There was no accommodation there at all. He backs this up with a contemporary picture of the ‘hospital’, which shows exactly that it wasn’t one.

He notes that there are other problems with the video, but says that these will do for now, though he might say more in a later video about it and The Black Curriculum. He offers two explanations why they made a video as terrible as this. The first is that they knew nothing about Mary Seacole, and hadn’t read her autobiography. The other possibility is that whoever made the video knew the facts, and set out deliberately to deceive adults and children, which is quite malicious. Someone like that – either ignorant or malicious – should definitely not be in charge of what is taught in the curriculum.

Important Mainstream Subjects that Might Have to Be Dropped to Make Room for the Black Curriculum

Webb also wonders how the issues demanded by the Black Curriculum could be fitted into the present curriculum, as it is packed as it is. There is already enough struggle fitting the present material in. He looks at some of the material the Black Curriculum is already putting forward, and what important subjects in history might have to be dumped to make room for it. This, Webb suggests, might be the Magna Carta, or the Bill of Rights, or perhaps the Holocaust. He then looks at the modules The Black Curriculum suggest on their website. This is material aimed at 7-8 year olds, in other words, kids at Key Stage 2. It’s a time when children are learning basic literacy, arithmetic, science, art and PE. It’s very intensive and there’s a lot of work there. Well, reading and writing might have to be cut back to make room for ‘Collectivism and Solidarity’. A few maths lessons could be dropped in favour of ‘Cultural Resistance’ and ‘Food Inequality’. Science is obviously not as important to children as ‘Activism’, ‘Colonialism’ or ‘Systemic Racism’. He describes this proposed curriculum as ‘largely agitprop’. It’s political propaganda.

He then sums up the problems of the Black Curriculum. There are three.

  1. It’s concerned mainly with Black people. If it was geared to broaden the cultural understanding of the average child he might be in favour of it. He states that he homeschooled his daughter, and as result they visited various different cultures. These included a Black evangelical church, a mosque, synagogue, Hindu temple and Sikh gurdwara. If the proposed syllabus included these as well, he might be in favour of it. But it is not.
  2. It seems prepared by the ignorant or malicious. And that’s an insurmountable object to adopting material of this kind.
  3. And if you’re considering cutting material from the national curriculum, then as many groups as possible should be consulted. Like Indians and Bengalis, Chinese, the Jewish community, which has a long history in this country. If you want to broaden the cultural horizons of British children, which is a noble enough enterprise, it shouldn’t be restricted to just three per cent of the population. It needs to be much broader entirely.

Now it’s clear that Webb is a man of the right, but I think he makes valid points, and his remark about trying to broaden children’s horizon is both fair and shows he’s not a racist.

I admit I found myself reacting against the demand to have Black African civilisations taught as part of the national curriculum. It undoubtedly would benefit Black children, or at least, those of African descent. David Garmston interviewed several Black schoolchildren about it in an item in the local news programme for the Bristol area, Points West. One of them was an African lad, Suhaim, who said he had had very low self-esteem and felt suicidal. But this was raising his spirits. You can’t want anyone, of whatever race or culture, to suffer like that. I’ve been interested in African history and its civilisations since studying the continent as part of the ‘A’ level Geography course, at which I got spectacularly bad marks. It’s a fascinating continent, and I encourage anyone to learn about it. But I think I objected to the proposal because it seems that what should be a voluntary pleasure and a joy was being foisted on British schoolchildren for the benefit of foreigners or a minority of people, who find it unable to assimilate and identify with the host culture. I know how unpleasant this sounds, but this is how I feel. I also think that activism like this creates more division, by presenting Blacks as an ‘other’ with a completely different history and culture, who need to be treated specially and differently from Whites and other ethnic groups.

Black people have contributed to British, American and European civilisation and not just through slavery and the riches they produced for planters and industrialists. But until the late 19th century, the continent of Africa was effectively closed to westerners through a mixture of the tropical diseases around the malaria-infested swamps of the coast and strong African states that kept European traders confined to ghettos. Hence Europe and Africa have little shared history until the European conquests of the 1870s, except in some areas like the slave forts of the Gold Coast, and Sierra Leone, founded in the late 18th century as a colony for freed slaves. Liberia was also founded as such a colony, but by the Americans.

Webb’s description of the overall syllabus proposed by The Black Curriculum as disinformazia and agitprop is also fair. It looks like propaganda and political indoctrination, and that’s dangerous. I realise that I should agree with its hidden curriculum of anti-colonial resistance, solidarity and exposure of food inequality, but I really can’t. I believe that teachers have to be balanced and objective as far as possible. This is what is demanded by law. I don’t want children indoctrinated with Tory rubbish about how Britain never did anything wrong and the British Empire was wonderful. Far from it. Topics like those recommended by the Black Curriculum are fine for universities, which should be centres of debate where students are exposed to different views. But it’s not suitable for schools. Our mother was a teacher in a junior school here in Bristol She states that teachers are required to keep their personal opinions out of what they teach their students. If this in unavoidable, such as if a child asks them what they personally believe, then they have to reply that it is just their personal belief, not objective fact.

The Black Curriculum, therefore, certainly does seem to be peddling mendacious pseudo-history and should not be allowed near schools. But I fear there will be so much pressure from well-meaning activists to include them, that they will have their way.

To Win in the Countryside, Labour Can Start by Defending the Small Farmers

Mike put up a piece yesterday reporting the prediction that if Boris and the Tories get the no deal Brexit their paymasters, the hedge funds, want, 1/3 of Britain’s farmers will go bust in the next five years. These are going to be the small farmers, who were suckered into believing that leaving the EU would make things better for them. They were wrong, and Mike asks how much sympathy we should have for them, considering they voted for Brexit. Actually, it’s not difficult to understand how. We were taught about the EEC as it was then in geography at my old school, including the Common Agricultural Policy. I can’t remember the details, but this was geared to granting subsidies and rewarding the much-less efficient farming systems of France and Germany, and penalised our agricultural sector, which is much more mechanised and employs far fewer people. The system of subsidies, if I remember correctly, also tranferred money and funding from the advanced agriculture of northern Europe to the less developed farms of the grain belt around the Mediterranean. Given that the Common Agriculture Policy actually put our farmers at a relative disadvantage, it isn’t hard to see why our farmers, like the fishermen, wanted to leave.

However, the big farmers were advised not to vote for Brexit, didn’t, and probably won’t suffer quite as much as their smaller cousins. However, I do think this crisis offers Labour an opportunity to show Britain’s rural communities that it hasn’t forgotten them. There have already been discussions about how Labour could win in the countryside, including a Fabian pamphlet about the issue. Well, I think Labour can start by following the example of the Swedish Social Democrats in the 1920s and 1930s. I can’t remember where I read it, but I read somewhere that the Social Democrats’ 50 year stay in power began in the 1920s when it backed the small, peasant farmers against the threat of bankruptcies and land seizures. I think the party and its members not only opposed these in parliament and local councils, but actually physically turned out to stop the bailiffs seizing individual farms and evicting the peasant farmer.

There’s a crisis going on in the countryside. If you watch the Beeb’s Countryfile, you’ll have seen reports about British farmers rural communities being under threat. Apart from the continuing problems of British agriculture, many rural communities are also suffering from cuts to local services and a lack of housing that local people can afford, rather than rich outsiders. Also, if you read George Monbiot’s Captive State, you’ll also know how the corporativism of New Labour and now the Tories actually harms farmers and local small businesses. Corporativism gives government subsidies and positions to big business in return for their donations. New Labour especially favoured the big supermarket chains, like Sainsbury’s, and gave it’s chief, David Sainsbury, a position on one of regulatory bodies, because Sainsbury at the time backed the party and donated to it. However, the supermarkets offer their cheap food at the expense of the producers, who are bound into manipulative and highly exploitative contracts. One of the supermarkets boasted a few years ago about the money it was giving to charity. In fact, none of that money came from the supermarket itself – it was all taken from its producers. At the same time, supermarkets undercut small businesses, like the local butcher, greengrocer and so on. But this also creates unemployment, because small businesses like theirs employ more people. If Labour wants to improve conditions in the countryside for small businesses like Arkwright’s in the classic Beeb comedy series, Open All Hours, it has to attack corporativism and the big supermarket chains. But I can’t see that happening under a Blairite like Starmer.

I expect that most of Britain’s farmers are probably Conservatives. But this doesn’t alter the fact that, whatever they believe, the Tories have abandoned them and their policies are actively harming small farmers and businesses and rural communities. The Labour party can start winning back the countryside by actively and obviously defending those hit by Tory policies.

And that means protesting against the closures of small farms when the Tories’ no deal Brexit hits them.

The Tories Are Economic Saboteurs – Get the Gulags Ready!

The former Soviet Union had a series of legislation defining and punishing economic crimes. As all industry and agriculture was nationalised and the country a single-party totalitarian state, any attempt to disrupt this situation was considered subversive and attack on the Soviet system and state itself. This meant that people could be jailed for organising a strike or industrial dispute, or for simply trying to set up their own, independent private company. This was actually permitted under the Soviet Constitution, but was limited to self-employment. Thus when Gorbachev started glasnost and liberalising the economy in the 1980s, one of the first developments was the rise of private taxis by people with their own cars. Under hardliners like Brezhnev, however, any attempt to set up one’s own company was strictly punished, and the offending entrepreneur sent to the gulags. It was declared to be and punished as sabotage and anti-Soviet activities.

Stalin justified his terror and mass arrests in the 1930s through lies that the Soviet Union and its economic development were under threat from an army of saboteurs. Secret agents and collaborators with the capitalist West, including the followers of his exiled rival, Trotsky, were active causing disaffection with Stalin’s personal rule and plotting to cripple and destroy Soviet industry and agriculture. 30 million Soviet citizens were falsely accused, convicted and either executed or sent to the gulags to die of starvation and overwork.

But now in neoliberal, capitalist Britain, the Tory party really does seem to be trying to sabotage this country’s industry and agriculture. Boris Johnson’s Tory are heavily funded by hedge funds, who are shorting the British economy. They’ve gambled on a no-deal Brexit ruining Britain. And so Boris and his coterie are pushing for precisely that type of exit from the EU. Yesterday the Boorish Bozo and his minions announced that they were going to tear up the deal they’d already agreed with the EU, in order to push for something better. This, as Mike has pointed out, just shows the EU that we can’t be trusted. It’s weakened our position, and made such a disastrous Brexit even more likely. At the same time, it’s been estimated that a third of British farmers could go under in five years thanks to such a Brexit and the probable imposition of agricultural tariffs by the EU.

If Boris and the Tories, or at least his faction, are determined on a no-deal Brexit, because it will destroy British firms and farms, for the enrichment of the hedge funds, then they are guilty of economic sabotage.

In the Soviet Union, they’d be sent to the gulag for it. But as it stands, they’re supported by the British media, and so distort and spread lies blaming everyone but themselves, especially the EU.

I can’t remember where I read it, but one of the commenters on Mike’s blog also suggested that after Boris has done his job and wrecked our once great nation, he’ll take his money and flee abroad.

Which is what any number of truly horrific dictators have done throughout history. I’m thinking of people like Idi Amin, the butcher who ruled Uganda in the 1970s. After he was ousted he fled to Yemen or Jordan or somewhere, where he holed up very comfortably in a luxury hotel.

One of the problems with the developing world is that its dictators and ruling class loot their countries and peoples without putting anything back. They don’t spend the money they’ve stolen consuming any of their nations’ traditional products. They just hoard it abroad in Swiss bank accounts. Mugabe in Zimbabwe is a case in point.

And Boris and the Tories are doing something similar. Which means that what is said about these tyrants can be said about them:

The Tories are kleptocrats trying to turn Britain into a third world country!

If there are people, who count as ‘economic criminals’ who deserve to be thrown into a forced labour camp, it’s them.

The Tories Are the Implacable Enemies of Free Speech

Since 75 members of Extinction Rebellion decided to do what so many people have wanted to and blockade Murdoch print works in England and Scotland, Boris Johnson and his rabble have been pontificating about democracy and the need to protect a free press. This is all crass, hypocritical rubbish, and the truth, as with so much of Tory policy, is the exact opposite. In all too many instances, the Tories are the inveterate enemies of free speech and press freedom.

Mike and Vox Political have both shown this in their articles reporting that the Council of Europe has issued a level 2 media alert warning about Johnson’s government. This was because MoD press officers refused to deal with Declassified UK, a website focusing on foreign and defence stories. This was because Declassified’s journos had been critical of the government’s use of our armed forces. The Council issued a statement that they did so because the act would have a chilling effect on media freedom, undermine press freedom and set a worrying precedent for other journalists reporting in the public interest on the British military. They said that tough journalism like Declassified’s, uncomfortable though it was for those in power, was crucial for a transparent and functioning democracy. This puts Boris Johnson’s government with Putin’s Russia and Turkey, who also have a complete disregard for journalistic freedom.

We’ve been this way before, and it’s grim. Way back in the 1980s, Maggie Thatcher withdrew LWT’s broadcasting license over a similar piece of journalism that severely criticised the military. This was the documentary Death on the Rock, about the SAS’ shooting of a squad of IRA terrorists in Gibraltar. The documentary presented clear evidence that the squad had been under surveillance all their way down through Spain, and that the army could have arrested them at any point without bloodshed. This means that the SAS’s shooting of them was effectively an extra-judicial execution. They acted as a death squad.

This wouldn’t have been the first or only instance of such tactics by the British state in Northern Ireland. Lobster has published a number of articles arguing that special SAS units were active under cover in the province with the deliberate task of assassinating IRA terrorists, and that the security forces colluded secretly with Loyalist paramilitaries to do the same.

I heartily condemn terrorism and the murder of innocents regardless of who does it. But if ‘Death on the Rock’ was correct, then the British state acted illegally. The use of the armed forces as death squads clearly sets a dangerous precedent and is a violation of the rule of law. Most Brits probably agreed with Thatcher that the IRA terrorists got what was coming to them, and so would probably have objected to the documentary’s slant. But as the Tories over here and Republicans in the US have argued again and again about freedom of speech, it’s the freedom to offend that needs to be protected. Allowing only speech that is inoffensive or to which you agree is no freedom at all. Thatcher was furious, LWT lost their broadcasting license, which was given to a new broadcaster, Carlton. No doubt named after the notorious Tory club.

Then there was Thatcher’s interference in the transmission of another documentary, this time by the BBC. This was an edition of Panorama, ‘Thatcher’s Militant Tendency’. This argued that, just as Kinnock’s Labour party had been infiltrated by the hard left Militant Tendency, so Fascists from the National Front, BNP and others had burrowed into the Tories. In fact there’s always been concern about the overlap in membership between the Tories and the far right. In the 1970s there was so much concern that the Monday Club, formerly part of the Tory party until David Cameron severed links with it, opened its membership books to the Board of Deputies of British Jews. The Panorama programme was also too much for Thatcher, who had it spiked.

At the moment, the Tories are running a campaign to defund and privatise the Beeb under the specious claims that it’s biased against them. They were moaning about bias back in the ’90s under John Major and then Tony Blair, because Jeremy Paxman, among the Beeb’s other journos, insisted on asking tough questions. This resulted in Michael Heseltine walking off Newsnight, tossing his mane, as Ian Hislop described it on Have I Got News For You. Right-wing internet radio hack Alex Belfield has been ranting about how the BBC is full of Guardian-reading lefties in the same way Jeremy Clarkson used to about ‘yogurt-knitters’, who also read the same paper. Guido Fawke’s former teaboy, Darren Grimes, has also been leading a campaign to defund the Beeb. He should know about dictatorships and a free press. His former master, Paul Staines, was a member of the Freedom Association when that body supported the Fascist dictatorship in El Salvador. They invited to their annual dinner as guest of honour one year the leader of one of its death squads.

Belfield and the rest of the right-wing media have been loudly applauding the announcement that the new Director-General will cancel left-wing comedy programmes like Have I Got News For You and Mock The Week. Because they’re biased against the Tories. Er, no. Have I Got News For You was as enthusiastically anti-Jeremy Corbyn and the Labour Party as the rest of the media establishment, to the point where I got heartily sick and tired of watching it. And I haven’t watched Mock the Week for years. I don’t even know if it’s still on. Both the programmes are satirical. They mock the government as well as the rest of the parties. And the dominant, governing party over the past few decades has been the Tories, with the exception of New Labour from 1997-2010 or so. Which means that when they’ve been attacking the Tories, it’s because the Tories have been in power. A friend of mine told me that Ian Hislop, one of the regular contests on HIGNFY and the editor of Private Eye, was once asked which party he was against. He replied ‘Whoever’s in power’. It wouldn’t surprise me at all if he was a Conservative, but that is, ostensibly, the stance of his magazine. The Tories have been expelling much hot air about how a free press holds governments to account. But in the case of the BBC, this is exactly why they despise it.

The Tories hate the BBC because it’s the state broadcaster, and so is an obstacle to the expansion of Rupert Murdoch’s squalid empire of filth and lies. They’d like it defunded and privatised so that Murdoch, or someone like him, can move in. Not least because Murdoch has and is giving considerable support to the Tories. And in return, the Tories and then New Labour gave Murdoch what he wanted, and he was allowed to pursue his aim of owning a sizable chunk of the British press and independent broadcasting with Sky. This has alarmed those concerned about the threat posed by such media monopolies. It’s why Extinction Rebellion were right to blockade Murdoch’s papers, as both Mike and Zelo Street have pointed out. We don’t have a free press. We have a captive press controlled by a handful of powerful media magnates, who determine what gets reported. John Major in his last years in office realised the political threat Murdoch posed, but by this time it was too late. The Tories had allowed Murdoch to get his grubby mitts on as much of the British media as he could, and he had abandoned the Tories for Blair. Who was all too ready to do the same and accede to his demands in return for Murdoch’s media support. Just as Keir Starmer is desperate to do the same.

Murdoch’s acquisition of British papers, like the Times, should have been blocked by the Monopolies and Mergers’ Commission long ago. There were moves to, but Thatcher allowed Murdoch to go ahead. And Tony Benn was right: no-one should own more than one paper. If the Beeb is privatised, it will mean yet more of the British media is owned by one of press and broadcasting oligarchy. And that is a threat to democracy and press freedom.

The Tories are defending the freedom of the press and broadcasting. They’re attacking it.

The Webbs’ Suggestion for Reforming the Capitalist Press

Friday evening Extinction Rebellion took it upon themselves to blockade three print works owned by Murdoch in Merseyside, Hertfordshire and Lanarkshire. The works didn’t just print the Scum and the Scottish Scum, but also the Daily Heil, the Torygraph and the Evening Standard, which are respectively owned by Lord Rothermere, the weirdo Barclay twins and Evgeny Lebedev. The response of the press and indeed the political establishment have been predicted. Priti Patel for the Tories and Labour’s Emily Thornberry have both condemned the blockade as an attack on democracy. As has Keir Starmer, which shows his completely lack of scruples. He’s previously talked about how he was involved in protests against the Murdoch press. But like Blair, he’s desperate to get Murdoch and his empire of filth and lies on his side. Dawn Butler did issue a Tweet supporting Extinction Rebellion, but Starmer showed his true, Blairite authoritarianism and made her take it down.

I’m not a fan of Extinction Rebellion. Their cause is right and just, but I disagree with their tactics. Their strategy of blocking streets, including roads to hospitals, is dangerous and seems designed to annoy ordinary people and cost them support. But this time I think they’ve done the right thing. They’ve released a series of statements on social media pointing out that, contra to the nonsense the press and our leading politicians are saying, we don’t have a free press. Mike and Zelo Street have put up a couple of articles reporting this, and making the same point. The newspapers are owned by a very small number of billionaires. Five newspaper magnates own 83 per cent or so of the British press. And they don’t hold the government to account. Rather they act as propaganda outlets for the government. Mike has a quote from Lord Beaverbrook in which he openly said so. John Major when he was in power used to discuss with his cabinet how they could reach the British public with the help of their friends in the press.

Press and media bias against Labour was on the factors which lost the party the elections against Maggie Thatcher in the 1980s. Several books were published then analysing the media bias and the false reporting. These also made the point that the press was in the hands of a corporate oligarchy, and that they were part of great conglomerations which extended into other industries. As a result, certain issues were very definitely not reported. The Observer didn’t report on the savage crackdown on a mining dispute in Zimbabwe, because its proprietor, Tiny Rowland, was negotiating with Mugabe for a mining concessions.

But the problem of a hostile capitalist press also goes back much earlier to the emergence of organised labour, the socialist movement and then the Labour party in the 19th and early 20th centuries. And Sidney and Beatrice Webb made a few suggestions on how this could be overcome in their book, A Constitution for the Socialist Commonwealth of Great Britain. They recommended that, in line with other industries, they should be transformed into cooperatives, owned and managed by their readers. They write

We hazard the suggestion that here may be found the solution, in the Socialist Commonwealth, of the difficulty presented by the newspaper press. Although Socialists foresee a great development of official journals of every sort, in all the arts and sciences, industries and services, and in different parts of the country (published by authority, national, municipal or cooperative, vocational or university, and often posted gratuitously to those to whom the information is important), probably no Socialist proposes that the community should have nothing but an official press. At the same time, the conduct of a newspaper with the object of obtaining a profit – even more so the conduct of newspapers by wealthy capitalists with the object of influencing the public mind; or the purchase by such capitalists with ulterior objects, of one newspaper after another – appears open to grave objection, and obviously leads to very serious abuses. Especially during the stage of transition from a predominantly capitalist to a predominantly Socialist society, it may be necessary to prohibit the publication of newspapers with the object of private profit, or under individual ownership, as positively dangerous to the community. But this does not mean that there should be no unofficial journals. All that would be forbidden would be individual or joint-stock ownership and commercial profit. The greatest newspaper enterprises could be converted into consumers’ Cooperative Societies, in which every purchaser, or at any rate every continuous subscriber, thereby automatically became a member, casting one vote only, periodically electing a managing committee by ballot taken through the newspaper itself, and the managing committee exercising (with due participation in the management of the vocations concerned) entire control over the enterprise, but being required to devote any surplus of receipts over expenditure to the improvement of the newspaper itself, and being forbidden to distribute any part of it, either in dividends or in excessive salaries, or to individuals at all, otherwise than by way of reduction of the price for the future. It would certainly not be the wish of Socialists to prevent any group of readers from having (with the criminal law) any newspaper that they desired; and the form of a consumers’ Cooperative Society seems to make possible the utmost variety in independent journalism without dependence on capitalist ownership or the unwholesome stimulus of private profit. With periodicals limited to those owned, either by public authorities of one or other kind, or by consumers’ Cooperative Societies – ownership by individual or joint-stock Capitalism being entirely eliminated – the transformation of journalism into an organised and largely self-governing profession, enjoying not only independence and security but also a recognised standard of qualification and training, and a professional ethic of its own, would be greatly facilitated. (pp. 270-1).

I’m not sure the content of the mainstream press would necessarily change if they were transformed into consumer’s cooperatives owned and managed by their readers, as the readers of the Scum, Torygraph and Heil seem to enjoy the lies and hate these rags publish. On the other hand, it would solve the problem of the individual capitalist or company dominating press if the management of these firms were run by their readers, who elected and appointed them. You can just here the screams of Murdoch and co if that was suggested. Let’s do it!

I also note that trials in France have started of those accused of assisting the 2015 Charlie Hebdo massacre by Islamist terrorists. When the attack occurred, people all over France and the world showed their solidarity with the victims by marching under the banner ‘Je Suis Charlie Hebdo’. Now the Murdoch press and other rags are being blockaded and demonstrated against. So I’d to show where I stand on this issue:

A British Utopia: The Webbs’ Constitution for a Socialist Britain

Okay, I’ve finally finished reading Sidney and Beatrice Webb’s A Constitution for the Socialist Commonwealth of Great Britain, first published in 1920 and then again in 1975 by the LSE and Cambridge University Press. It’s very dated and clearly shows how very different things were when it was written and today.

The Advance of Socialism

Firstly, it’s an optimistic book. Democracy had finally arrived in Britain and the mobilisation and state industrial planning introduced during the First World War seemed to the Webbs to show very clearly that capitalism was in retreat. One of their earlier books, cited in this text, was on the decay of capitalism. The vast increase in efficiency and the production and distribution of goods through the state management of the economy in the War years also seemed to them to provide a further demonstration that capitalist was a wasteful, inefficient system that was destined to be superseded by socialism. The industries and businesses taken into state, municipal or cooperative ownership would be able to produce goods more cheaply and affordably than capitalism with its class system and exploitation. The Webbs were not just impressed with the arguments for state ownership, but the way local authorities up and down Britain were also operating and managing local services, including medical care, electricity and gas companies. Another powerful motor driving the march of socialism and its transform of Britain was the cooperative movement and the trade unions. Millions of Brits belonged to their local coop store. The businesses handled millions of pounds, owning subsidiary companies and trading with other, similar businesses right across the globe. At the same time, the trade unions were resisting capitalism and, with the entry of working men into parliament, providing proof that the working class could manage industry and govern.

The Problems of the Cooperative Movement and Workers’ Control

There were problems with both of these latter movements, however. The coop’s managers and directors were unimaginative in the development of new goods and services, and as exploitative as capitalist business when it came to the treatment of their employees. The trade unions were divided with a hodge-podge of very different and often contradictory constitutions and frequently in conflict with each other and their leaders. Some times this conflict was physical, as when one group of trade unionists broke into their headquarters and physically removed their leaders from power. At the same time, against the syndicalists and Guild Socialists, the Webbs argued that the management of industry solely by the workers was always unsuccessful. When it had been tried, it had shown that the workers always managed their firms for themselves, so that they either became uncompetitive with conventional capitalist firms, and ignored the demands and requirements of the wider community.

Criticisms of Parliamentary System

At the same time, the traditional British parliamentary system was also inadequate to deal with the increase in political business created by the nascent welfare state and emergent state sector. The Webbs took seriously contemporary Conservative criticism about the decay of parliament. Their solution was to recommend the creation of two different, separate assemblies. One would be a political parliament, that would follow the traditional 19th century view of what constituted politics. This would deal with criminal law, defence, foreign relations and the Empire. The second would be a social parliament, that would manage the economy, industry and social and cultural matters, including education. The members of both parliaments would be elected, but, in contrast to the arguments of the syndicalists, this would be by geographical constituency, not by trade. The conventional system of government by cabinet ministers was also unsuitable and incapable of dealing with the demands of the new political and economic realities. Thus the Webbs instead recommended that the parliaments should operate under the system of committees used by local authorities.

Local Government

The book also shows the state of local government at the time it was written in its recommendations for that sector’s reform. This was a time when the functions of what would later become local councils was split between a number of different boards. There was one for the poor law, another for sanitation, and others for education, medical care and so on, each of whose members were separately elected. At the same time, local councillors themselves were unpaid volunteers, which meant that it was dominated by landlords and businessmen, who governed in their own interests. The Webbs therefore demanded what is now the obvious, established practice: the creation of local authorities which would absorb and carry out the functions of the various boards, whose elected councillors would be paid. At the same time, the local ward would be the basis building block of local democracy, and the local authorities would be free to unite in larger, composite organisations where this was suitable, even to the point where they could compete in the management of industry with the social parliament.

Nationalisation, State Control and Personal Freedom

The Webbs believed that nationalisation would actually involve very few industries. Only those that affected the nation as a whole, such as the mines, the railways and natural resources, that would need to be carefully protected and managed for the future, would be taken into state ownership. These would in practice be managed by individual industrial boards and organisations, not by the social parliament itself. This would confine itself to supervision and matters of general investigation and legislation. That was partly so that, if there was an industrial dispute, it would not be seen as an attack on the state requiring the intervention of the armed forces. At the same time the Webbs were keen to stress that the new system should take every step to preserve individual liberty. Legislation should be scrutinised to ensure that it did not take away personal freedom, and no-one should be compelled to use a socialised firm if they preferred a capitalist alternative. Local authorities would also set up a range of businesses and services for the benefit of their communities. Yet others would be owned and operated as cooperatives, including the press. This would solve the problem of its use to spread capitalist propaganda. While firms would continue to be managed by a salaried, professional staff, their boards would also include the representatives of the workers.

Active Public Involvement in Industry

At the same time, the Webbs were also keen to include the British public in the management of industry and conduct of politics. Consumers’ groups were to be encouraged and their suggestions for improved conduct and services should be taken seriously. In contrast with capitalism, where firms kept their operations very secret, the British public would have access to all the facts and figures about the management and conduct of industry and economy presented in government publications and reports from their own MPs and councillors. They were to be encouraged to take an active interest in government and the economy, and be ready to make their own criticisms and recommendations. At the same time professional and trade associations like the British Medical Association, law society and scientific and engineering associations, including the trade unions, would also be encouraged to develop high standards of morality and professionalism with their occupations.

Protection of Indigenous Peoples

They also recognised that there would be ethical problems with a socialist Britain trading with other countries, who remained capitalist, and with less developed countries. They therefore looked to the new League of Nations and other institutions as new guardians of a new international morality, who would protect the indigenous peoples of the world from capitalist exploitation.

Socialism Cutting Down on Capitalist Bureaucracy

They also take care to refute two particular objections to socialism. One is that it would be too bureaucratic. Instead, they argue that uniting different firms into a single industrial organisation, as would be done for the mines and railways, for example, would actually reduce bureaucracy. At the time they were writing these industries were split between a number of different companies all with their own separate management boards.

Socialism Means Expanding Private Property

The second is that socialists are totally opposed to private property. This is not so, declare the Webbs. They are not opposed to private property, and active want its expansion. What they are opposed to is the private ownership of industry. But they want people to have their own homes and gardens, and for an expansion of personal property as ordinary people are able to afford a wider range of goods and possessions which at present are only confined to the wealthy.

The Individual Professional in a Socialist Economy

The Webbs also believe that there will be a place in the socialist economy for some capitalist, private industry. This particularly includes individual professionals, who provide their professional expertise for a fee. They also look forward to an expansion of education. They believe that socialism will lead to rapid improvements in technology and industrial management, which will mean that some workers will become unemployed. Those workers will be retrained and taught new skills. Those unable to master these will not be allowed to starve, but will instead be given good pensions on which to live.

The Webbs’ Vision and Contemporary Reality

The Webbs’ vision is obviously more than a little Utopian. They have been proven right in their recommendations for the reform of local government, some of which they were actually responsible for. At the same time, they’ve been proven right in the expansion of education. At the time they were writing, most working people left school around age 12. Now the government wishes half of all school leavers to go on to university, which in their case means they complete their education at 21.

On the other hand, the cooperative movement has failed to transform British society and is now effectively just another retail chain. Parliament has also shown itself competent to deal with both the increased business and areas of government, like industry and the economy so that there is no need for a separate, social parliament. It’s just that it’s been a disaster that the country is governed by doctrinaire Tories, who have wrecked the economy, society and manufacturing industry, not to mention health and education, in favour of the free market. But there are still strong arguments for nationalisation and for the inclusion of the workers themselves in the management of their firms. As for the British Empire, it’s now long gone and has been transformed into the Commonwealth. However the neocolonial system of tariffs imposed by the developed world prevent their former colonies in Africa from developing their own manufacturing industries and have imposed a new system of capitalist exploitation.

Capitalism Creating Misery and Poverty

But conditions in the early 21st century also show that, if the socialist utopia hasn’t materialised, capitalism hasn’t fulfilled its promise either. The free market economy zealously promoted by Thatcher and Reagan is very definitely and obviously not bringing prosperity. Rather it is a just returning us to the poverty and misery of the 19th century, coupled with the threat of global climate change and the ecological crisis. The problems that the Webbs and other socialists believed could only be solved through socialism.

Conclusion

Socialism probably doesn’t have all the solutions. But it still has many of them. Even though it’s very dated, this book is still worth reading. At its heart is a vision of socialism which would lead to greater prosperity and for working people to be able to develop and improve themselves. At the same time, individual freedom and the rights of the individual would be secured. A state bureaucracy would govern the nationalised industries, that of the local authorities those under their control. But there would be a range of companies and industries created and managed through ordinary people themselves through cooperatives they would be encouraged to found. Instead of entrepreneurs being limited to a small class of individuals, the public as a whole would become business owners and managers, actively interested in their companies and enterprises. This would be too much for many. It’s arguable that most people in this country have little interest in politics or industry and are content to leave it to others. Hence the persistence of capitalism and the electoral success of the Tories.

The Webbs’ constitution is an attempt to provide an alternative system to capitalism and its failures. It’s dated, but still inspiring. And real socialist solutions are as necessary now as they were when it was written. I hope that more people discover it, as I have, and that it also inspires them.

Lobster Review of Book on the Real Reasons for Trump’s Hostility to China

The conspiracy/parapolitics magazine Lobster has put up a fascinating piece by Scott Newton, ‘The USA, China and a New Cold War?’ reviewing Jude Woodward’s The US vs China: Asia’s New Cold War?, published in 2017 by Manchester University Press. Woodward’s book is an examination of how Western attitudes towards China fell from being extremely positive in the first decade of this century to the current state of tension and suspicion. The chief causes for this, according to the pronouncements of our politicos and the media, are concern over massive human rights abuses in Sinjiang, Hong Kong and elsewhere, Chinese territorial claims to islands in the South China Sea, which threaten western strategic interests and the other neighbouring countries, and the threat to national security posed by Chinese companies, particularly in telecommunications and social media. Woodward’s book turns these assumptions upside down. She recognises that there are real concerns about Chinese human rights abuses and the persecution of the Uighurs, but argues that this situation is far more complicated. And the real reason for America’s change of attitude to China is due, not to Chinese authoritarianism, but because China represents an emerging threat to America’s status as the world’s dominant superpower and their attitude towards capitalism is very different from American neoliberalism.

Relations between China and the West were initially positive and very good because the new, capitalist China had helped prop up the global economy after the financial crash of 2008. The development of the country’s infrastructure created a huge demand for raw materials, which benefited other countries around the world, including the west. The introduction of capitalism is also transforming China. It’s gone from a largely agricultural nation to an industrial and commercial superpower. In 2013 it passed America as the world’s largest trading nation. later on this century it is expected to surpass America as the world’s most prosperous nation both as a country and in terms of per capita GDP.

China’s build up of military forces in the South China Sea is seen by Woodward as a defensive posture against the Americans. They’ve assembled a large naval force in the area, which poses a threat to Chinese access to the Straits of Malacca. 80 per cent of the oil imported by China and much of its merchant shipping pass through the Straits, hence Chinese determination to defend them. Woodward believes that China believes in a multipolar world, and has neither the economic power nor the will to establish itself as the world’s ruling nation.

Nor is China pursuing its economic and commercial interests at the expense of everyone else, as has also been alleged. Woodward argues that while western capitalism views trade as a competition between two parties, in which one party must beat and impoverish the other, the Chinese instead really do see it instead as benefiting both parties.

The oppression of the Uighurs and suppression of democracy in Hong Kong by the Chinese government are real and matters of serious concern, but the West is also covertly attempting to interfere in China’s control of these regions. This is through the National Endowment for Democracy, the non-state outfit to which the American state has given the task of regime change after it was taken away from the CIA in Hong Kong, and through sponsorship and funding of various extreme nationalist and Islamist groups in Sinjiang. Newton writes

But the picture is not clear cut. The Chinese government has
complained about unhelpful ‘foreign interference’ in Hong Kong and there
is evidence to support this. Senior US politicians such as Vice-President Mike Pence have met leading members of the opposition in Hong Kong,
and civil society organizations there have received significant financial
support from the National Endowment for Democracy (NED), a CIA spinoff established in 1983 to promote what later became known as ‘regime
change’. This has, of course, always been change to one committed to a
political economy characterised by neoliberalism, in other words by free
market capitalism. In Hong Kong the NED has been financing groups
since 1994. A China Daily article from 2019 stated that the NED has been
financing groups in Hong Kong since 1994 and that the Hong Kong Human
Rights Monitor received $1.9 million between 1995 and 2013. A search
of the NED’s grants database further reveals that, between 2016 and
2019, the (US-based) Solidarity Center received more than $600,000 and
the (US-based) National Democratic Institute $825,000.

As far as Xinjiang is concerned, the real story is complex. This area is
rich in oil, gas and ‘other natural resources and profoundly important to
China’s national security’. The region borders Kazakhstan, Kyrgyzstan,
Tajikistan, Afghanistan, Pakistan and India. At times of invasion and civil
war in Chinese history it has tended to fall under foreign influence: for
much of the twentieth century until the mid-1980s the Soviet Union
played a powerful role in the province’s politics, backing separatist
groups. This role has now been taken by the USA, which is funding a set
of far-right and fundamentalist Islamic organisations such as the Victims
of Communism Memorial Foundation in a bid to promote instability in
Xinjiang and perhaps even its detachment from China itself.

The efforts of these shadowy parapolitical outfits have been
supported by another NED-financed group, the World Uyghur
Congress(WUC), which is keen to promote the creation of a separate
Turkic State out of Xinjiang. WUC is linked to the extreme Right in Turkey,
notably to the Fascist Grey Wolves organization. Finally there is the East
Turkestan Islamic Movement (ETIM) whose objective is also the
establishment of an independent state carved from Xinjiang, known as
East Turkestan. The EU, UN Security Council and indeed the US
government have all identified ETIM as a terrorist organization linked to
Al-Qaida. In addition to its activities in the Middle East, during the last
twenty years ETIM has carried out terrorist attacks in China, including in
Xinjiang. Given Xinjiang’s strategic importance to China’s security and
territorial integrity and given the nature of the externally-trained and
funded agencies at work in Xinjiang, the attitude of the Chinese State to
dissidents there cannot be called surprising, even if the taking of a
repressive line has exacerbated problems in the region. It has also
provoked increasing global disquiet and has contributed to international
tension, though it cannot be said to be the root cause of this, which stems
from changing geopolitical conditions.

Woodward also argues that current American hostility to China comes from the conviction that America really is divinely ordained to be the world’s governing nation with a particular mission to promote free market capitalism. America demands trade at the expense of privatisation, the suppression of organised labour, and the free movement of capital. The Chinese have no interest in promoting any of this. They’re solely interested in trade, not in the economic and political transformation of their partners. Newton writes

It may not seem rational for the US to pursue a confrontation here but two quotations explain the reality from Washington’s perspective. The first is the comment of former French Foreign Minister Hugo Vedrine that ‘most great American leaders have never doubted . . . that the United States was chosen by Providence as the “indispensable nation” and that it must remain dominant for the sake of humankind’. The second is a comment by Perry Anderson that the US state acts ‘not primarily as a projection of the concerns of US capital, but as a guardian of the general interest of all capitals, sacrificing – where necessary and for as long as needed – national gain for international advantage in the confidence of the ultimate pay-off’.

In other words, the US both writes and polices the rules of the game
and the rise of China represents a de facto challenge to this hegemony.
On the surface this seems a strange observation. China has engaged very
successfully and indeed supportively (shown by its reaction to the 2008-9
Crash) with global capitalism. But it does so in a qualified way, or, to
paraphrase Xi Jinping, ‘with Chinese characteristics’. Not only does the 33
Chinese economy continue to operate a large state-owned sector but its
financial system is closely regulated, with controls over the currency and
over capital movements. China does not possess the conviction that
private economic activity trumps public enterprise, that government
should be small, organised labour suppressed, trade free and
international capital flows unhindered. Its assistance for developing
nations is not accompanied by requirements that states cut spending,
privatise public industries and services and liberalise the foreign trade
sector. In short China has never, in practice, endorsed the neoliberal
norms of the ‘Washington consensus’ established during the 1980s and
there is a real prospect that, if it does become the world’s largest
economy, it will seek to re-write the rules of the game in a way that is not
compatible with free market capitalism. This is what the US fears and its
strategy is therefore directed to forcing China to accept Washington’s
leadership and ‘enter the world family of nations’ on US terms or it would
face the likelihood of pre-emptive diplomatic, economic and, if necessary,
military action to halt its rise. As Woodward points out, this approach is
designed to ensure not only protection of the interests of global capital
but to secure ‘a longer-term pay-off’ for US domestic industry and finance
‘by preventing China reaching the point of competing at US levels of productivity and technology’.

It’s very doubtful if this new policy towards China will succeed. Many of the surrounding Asian countries have embraced China as a new market for their goods, while much of the American commercial hostility comes from firms and industries threatened by Chinese competition. Newton concludes that other countries may choose not to follow America’s lead but there will be considerable pressure on Britain to do so following Brexit. He writes

There is clearly a strong push within the British establishment, coming mostly from within the Tory Party and its friends in the City and the armed
services, in favour of military deployment in support of US forces in the
Far East, even if few other nations are willing to join. This might make
sense for the complex of defence industries, banks, hedge funds and
private equity firms at the core of modern British Conservatism but it is
hard to see what benefit there is for the rest of us in the UK from
confrontation with a nation which appears to harbour no aggressive
intentions to foreign countries and seems destined to become within a
short time the world’s largest economy.

In short, the new strained relations between China and America are a result, not so much of Chinese aggression, but due to Trump’s America trying to maintain itself as the world’s dominant nation economically and militarily. In this America is determined to promote its own very predatory form of capitalism, which is challenged by the less extreme form embraced by China. And it’s a situation that may benefit the military-industrial complex and financial sector that supports to the Tories, but won’t provide it to anyone else.
